Dubai Surpasses New York in Global Smart City Rankings; Operational Delivery Drives Rise

Infrastructure and adoption patterns separate leading smart cities from the rest.

Boston Consulting Group’s inaugural Intelligent Cities Index places Dubai second in the world, behind London and ahead of New York City, Washington and Amsterdam. The ranking, drawn from BCG’s assessment of 61 major global cities, measures performance across five domains: outcomes, strategy, adoption, ways of working and enablers.

The study classifies cities into four maturity tiers. Dubai achieved the highest “leading” designation, placing it among only five cities worldwide to reach that level. Abu Dhabi secured 20th position globally within the “accelerating” category, while also ranking among the top 10 cities for intelligent city enablers, a measure of technology infrastructure, funding availability, ecosystem strength and talent foundations. Dr Akram Awad, Managing Director and Partner and Global Lead for Smart Cities at BCG, put it directly: “Having two UAE cities ranked among the world’s top 20 in BCG’s first Intelligent Cities Index shows the progress the country has made in putting AI into everyday urban life.” The report documents strong adoption of smart city applications, AI platforms and digital government services, supported by high levels of resident optimism about those systems.

Dubai’s performance is sharpest in technology adoption. The city deploys more smart city use cases than most of the 61 examined, grouping it with Mumbai, Manchester and Boston as a global leader in this domain. Resident satisfaction with smart city applications remains high, and BCG found that frequent usage generates a reinforcing cycle: broader adoption drives service improvement, which in turn drives further adoption.

That cycle matters beyond Dubai. BCG’s research identifies a consistent pattern across the index: cities ranking in the top third for AI adoption deliver higher quality of life and operate more AI-powered public service use cases. The report states that “the advancement and expansion of AI use cases can deliver better quality of life” and that deploying AI across more services is “a necessary action” for cities aiming to improve overall maturity.

By contrast, technology infrastructure alone does not determine where a city lands. BCG draws a distinction between “hard enablers” (AI, data and physical infrastructure) and “soft enablers” (talent pipelines, venture capital and startup ecosystems). The most intelligent cities combine both. Dubai ranks among 37 cities that BCG considers to have struck that balance.

Rami Mourtada, Partner and Director of Digital Transformation at BCG, described what separates the leaders: “The cities pulling ahead are those that have found the right balance between data systems, technology deployment and digital infrastructure, alongside talent development, startup ecosystems and public-private collaboration. The UAE’s trajectory in this Index reflects that balance, and it sets a replicable benchmark for cities worldwide.”

BCG labels Dubai a “balanced builder,” a city that maintains consistently strong performance across strategy, adoption, ways of working and enablers rather than advancing by concentrating on a single domain. The distinction is operational: cities that optimize narrowly tend to plateau, while those that build across all five domains reach the leading tier.

The research is clear that no single pathway leads to intelligent city status. Long-term delivery depends on identifying resident needs, scaling proven AI applications, strengthening governance frameworks and sustaining investment in talent, infrastructure and partnerships. BCG recommends that cities direct AI and digital technologies toward the areas where residents most frequently interact with government and the economy, while simultaneously building the ecosystems needed to keep innovation going. Whether cities outside the current leading tier can replicate that combination at scale remains the open question the index leaves behind.
