Dubai Airports Elevates Operations Leadership Ahead of Expansion Push

Dubai Airports has filled three senior leadership positions, combining internal promotions with an outside hire, as the operator prepares for expansion across its two major facilities.

Kan Ni moves up to Senior Vice President, Airport Operations, elevated from his previous role as Vice President of the Airport Operations Control Centre. Khalid Ishaq steps into that AOCC Vice President slot after serving as Head of AOCC Integration. Ahmad Al Bastaki joins as Vice President, Technology Operations and Cybersecurity within Business Technology, bringing expertise to a function the airport describes as increasingly central to its operations.

The AOCC is the real-time operational command center for Dubai International Airport, coordinating the movement of roughly 200,000 passengers daily. Kan Ni’s tenure there focused on transforming it into a data-driven decision-making platform across DXB’s operations. His work drew particular attention during recent regional airspace constraints, when he directed teams through a volatile operating environment while maintaining coordination across the aviation network to keep traffic moving safely through Dubai.

Majed Al Joker, Chief Operating Officer at Dubai Airports, framed the appointments as essential to sustaining the organization’s operational model. “Our ability to deliver safely, efficiently and at scale depends on the strength of our people, the resilience of our systems and the way we work together as one airport community,” he said. “These appointments reinforce the leadership capability we need for the future, combining specialist technology expertise, deep operational experience and strong Emirati talent in areas that are increasingly central to airport performance and resilience.”

Ishaq’s career with Dubai Airports stretches back to 2005. Two decades of progression through the organization’s operational systems has given him comprehensive knowledge of the infrastructure and processes that underpin daily airport functions. His promotion reflects Dubai Airports’ stated commitment to developing Emirati talent. The organization reports that 75 percent of its management team is Emirati, aligning with national workforce priorities including the Nafis program and the Dubai Economic Agenda D33.

By contrast, Al Bastaki’s appointment addresses what Dubai Airports characterizes as a critical gap in technology leadership. His remit covers cybersecurity, service management and infrastructure operations, functions the organization describes as essential in an environment where technology failures carry direct operational consequences. As airports depend more heavily on digital systems for core functions, that gap carries real risk.

The three appointments sit within Dubai Airports’ broader strategy, which spans operational excellence, guest experience, digital transformation and capacity planning. The organization manages both Dubai International, one of the world’s busiest airports by passenger volume, and Dubai World Central, positioned as a secondary hub for future growth.

Whether the restructured leadership team can absorb the operational demands of that growth, particularly at Dubai World Central as its role expands, is the question the organization’s next phase will answer.
