The timeline matters because Flow is not starting from scratch. Founded in 2021 with a $350 million investment from Andreessen Horowitz, the company entered the MENA region in 2024 through the acquisition of approximately one thousand residential units in Saudi Arabia. That foothold has since grown into a $2.5 billion portfolio spanning 8,500 residences, positioning Flow as one of the largest residential real estate owners and operators in the Saudi market. The UAE expansion is its second major regional market entry in under two years.
Flow’s operational model is the core of what it is selling to partners. The platform integrates branding, property management, hospitality services, wellness programming and community operations into a single delivery system. The DIFC, which houses 10,018 active firms including 1,134 regulated entities across banking, capital markets, insurance and wealth management, welcomed the addition. Salmaan Jaffery, Chief Business Development Officer at DIFC Authority, said Flow’s arrival reflects the centre’s draw for globally scaled operators. “Flow’s expansion into the UAE underscores DIFC’s position as the preferred platform for globally ambitious companies operating across real estate and investment sectors,” Jaffery said.
The centre itself is mid-expansion. The 17.7 million square foot Zabeel District project is designed to accommodate over 42,000 companies and a workforce exceeding 125,000 professionals, adding significant capacity to the infrastructure Flow is now licensed to operate within.
By contrast, the harder test will come in execution. Flow’s combined US and Saudi portfolio already exceeds 8,500 Class A residential units and over one million square feet of commercial space. Whether the platform can replicate those occupancy results in a new regulatory environment, with new partners and a 2027 delivery deadline, is the question the UAE market will answer.
