AI Research Partnership Targets UAE Smart Government Infrastructure Rollout

Rochester Institute of Technology Dubai and Palmira Software House LLC have signed a Memorandum of Understanding to coordinate research, talent development, and technology implementation across both institutions, targeting digital transformation, artificial intelligence, and smart government solutions throughout the United Arab Emirates.

The partnership is built around four operational pillars designed to move innovation from academic research into deployed systems. Joint research and innovation efforts will focus on applied projects in digital transformation, smart government, and artificial intelligence. RIT Dubai students will gain access to internships, capstone projects, and graduate development roles at Palmira, with the software house participating in the university’s annual career fair and recruitment events. The organizations will also pursue joint proposals and client engagements that combine RIT Dubai’s academic credentials with Palmira’s technical delivery experience. Professional training and knowledge exchange will flow through workshops, seminars, and executive education programs delivered jointly to both organizations and the wider industry.

Dr. Yousef Al Assaf, President of RIT Dubai, and Mr. Jamal AlMahamid, CEO of Palmira Software House LLC, signed the agreement and will co-lead a joint working group responsible for coordinating implementation across both entities.

Al Assaf tied the arrangement directly to the university’s core mission. “By working closely with Palmira, our students and faculty gain direct exposure to the digital transformation and AI projects shaping government and industry in the UAE today, while Palmira benefits from the research depth and talent pipeline that a university like ours can offer,” he said.

AlMahamid framed the collaboration as a bridge between academic research and operational delivery. “The UAE has set an ambitious direction for artificial intelligence, digital government, and the development of a knowledge-based economy. By combining RIT Dubai’s research capabilities and talent with Palmira’s experience delivering large-scale digital transformation solutions, we aim to turn new ideas into practical solutions that create measurable impact for government, industry, and society.” He also stressed the talent dimension, noting that emerging professionals would work directly on challenges tied to the UAE’s digital agenda.

By contrast, the two organizations bring distinct strengths to the table. RIT Dubai contributes academic expertise and applied research infrastructure. Palmira contributes hands-on experience delivering technology solutions to government and private-sector clients. Together, they form a shared platform to design, test, and scale digital innovation across the region.
